Detailed Job Description

Integrity Commissioner

Pursuant to the requirements set out in Section 223 of the Municipal Act, 2001, S.O. 2001, C.25, the County of Haliburton is seeking the services of an Integrity Commissioner to provide services to the County and its member municipalities, including the Municipality of Dysart et al. This appointment will commence January 1, 2023.

 Role of the Integrity Commissioner

The Integrity Commissioner will be expected to fulfill the roles and requirements set out in Section 223 of the Municipal Act, as well as assisting staff in the review of the Council Code of Conduct. For further clarity, the Integrity Commissioner for the County of Haliburton and its member municipalities will be expected to provide the following services:

 

Advisory Services

  • Provide written advice on request of Council respecting the Code of Conduct governing the ethical behavior of Members.

Complaint Investigation Services

  • Assess validity and potentially investigate complaints about a Council Member from another Member of Council, the public or staff.
  • Provide Council with a written report detailing the findings of complaints investigations.

Complaint Adjudication Services

  • Determine whether a member of Council has, in the Integrity Commissioner’s opinion, violated the Code of Conduct or the Municipal Conflict of Interest Act.
  • Make recommendation on appropriate penalties if applicable.

Educational Services

  • To provide the Clerks with an annual report on the work of the Integrity Commissioner throughout the year for each specific municipality, including examples in general terms of advice rendered and complaints received and disposed of.
  • Provide outreach programs for Council and staff on legislation, protocols and office procedures emphasizing the importance of ethics for public confidence in municipal government and disseminating information to the public on the municipal website.
  • Provide written advice to individual Members of Council at their request regarding specific situations covered under the Code of Conduct and other policies and protocols governing the ethical behavior of Council.
  • Provide general advice to Members of Council on issues and ethics and integrity including codes of conduct, policies, protocols and office procedures, and emphasizing the importance of ethics for public confidence in municipal government.
