Background
In Ontario, two complementary deposit return programs are used to divert empty beer, wine, and spirit containers away from landfill:
- The Beer Store packaging
- covers beer cans and bottles sold through The Beer Store, including bottle caps, cardboard boxes
- Ontario Deposit Return Program
- covers all wine, spirit and cooler containers over 100 ml sold through LCBO stores and Ontario winery retail stores, and beer containers over 100 ml sold outside The Beer Store system (this includes tetra, bag-in-box and case)
In both instances, consumers return acceptable materials to The Beer Store for a refund on the container's deposit (ranging from 10 to 20 cents per container). When returning items to The Beer Store, containers must be separated by container type and colour. Customers are encouraged to limit their returns to 120 individual containers per visit.
Returns of more than 120 individual containers should be taken to a The Beer Store Bulk Return Location.
Overview of Scope of Work
Dysart is seeking a local non-profit or charitable organization to act as a Service Provider(s) to implement an Empty Beer, Wine, and Spirits Containers Recycling Take-back at all or some of Dysart’s five waste disposal sites, including providing suitable collection bins, transferring and sorting acceptable materials off-site, delivering acceptable materials to The Beer Store or The Beer Store Bulk Return Location, reporting tonnages and financial information, and supporting promotion and education efforts.
The Service Provider(s) will retain the monies received for the return of acceptable empty beer, wine, and spirit containers to The Beer Store or The Beer Store Bulk Return Location. These monies should be used for local projects that benefit the Dysart community.

Overview of Service Provider(s) Responsibilities
The successful Service Provider(s) must have the resources and ability to:
- Accept all acceptable empty beer, wine, and spirit containers at Dysart’s waste disposal site(s), including providing on-site collection bins, pending prior approval by Dysart’s Environmental Manager.
- Remove all acceptable empty beer, wine, and spirit containers from Dysart’s waste disposal site(s) at least once a day during summer operating hours (May 1 to September 30), and at least once a week during winter operating hours (October 1 to April 30).
- Sort acceptable empty beer, wine, and spirit containers at your own site.
- Deliver all acceptable empty beer, wine, and spirit containers to The Beer Store or The Beer Store Bulk Return Location.
- Report to Dysart’s Environmental Manager the total number of empty beer, wine, and spirit containers returned, and the amount of monies received for said returns.
- Support public promotion and education efforts, including providing on-site signage, pending prior approval by Dysart’s Environmental Manager.
- Appropriately train all personnel (staff, volunteers, etc.) including Accessibility for Ontarians with Disabilities Act, and Worker Health and Safety Awareness in 4 Steps.
- Comply with all health and safety requirements, including providing personnel with personal protective equipment including high-visibility vests or shirts and CSA-approved steel-toed boots.
- Ensure it is adequately covered by liability insurance (no less than $5,000,000), and the Workplace Safety and Insurance Board (WSIB).

Dysart’s Waste Disposal Sites
Dysart operates five waste disposal sites:
- Haliburton Landfill, 222 Industrial Park Road, Haliburton ON K0M 1S0
- Harcourt Landfill, 1123 Packard Road, Harcourt ON K0L 2A0
- Kennisis Lake Landfill, 4531 Kennisis Lake Road, Haliburton ON K0M 1S0
- West Bay Landfill, 5409 Haliburton Lake Road, Fort Irwin ON K0M 1M0
- West Guilford Landfill, 11903 Hwy 118, West Guilford ON K0M 2S0
Service Provider(s) will identify and rank which waste disposal site(s) they prefer to implement an Empty Beer, Wine, and Spirits Containers Recycling Take-back.
Should multiple acceptable Service Providers select the same site(s), a lottery will be conducted to determine which Service Provider will implement an Empty Beer, Wine, and Spirits Containers Recycling Take-back at which site.
Agreement Term
Dysart seeks to enter into an Agreement for a three (3) year term with the option to extend for an additional two (2) one (1) year periods. The anticipated implementation of this Agreement is January 1, 2025.

Timelines
- September 3, 2024: Request for Expressions of Interest issued
- September 30, 2024: Request for Expressions of Interest closes at 1 p.m. ET
- October 7, 2024: If required, date of lottery to determine which Service Provider will implement an Empty Beer, Wine, and Spirits Containers Recycling Take-back at which site
- October 22, 2024: Dysart Council presented with Bylaws to execute agreement(s) with Service Provider(s)
- January 1, 2025: Agreement start date
