Building Permits
When planning to build, please contact Dan Sayers, Chief Building Official or Curtis Greenham, Building Inspector to ensure a particular application for a building permit applies.
It is unlawful anywhere in Ontario to start construction or demolition before you obtain a building permit.
A building permit is your formal permission to begin construction or demolition. It means that the Municipality of Dysart has approved plans for any new structure, addition or renovation.
Applications for a building permit must be submitted to the administration office at 135 Maple Avenue in Haliburton Village. Work on the construction or alteration of a structure must not be started until a building permit for the work has been issued. See the instructions on the building permit for a list of what must accompany the application.

If you intend to build in the Municipality of Dysart et al, be sure you have your homework done ahead of time. If you do not have the proper permits, you may be required to demolish your improvements.
All new buildings must be setback from the high water mark of any water body in accordance with the zoning of each property. Some have a 20m (66 ft) setback and some have a 30m (100 ft) setback. Check your zoning with the municipal office before planning your project.
Un-enclosed decks may extend 3 metres (9.9 feet) into the water setback if they are attached to a permitted building.
If your building extends into the 20 metre (66 feet) setback, it may be located on the Municipal shoreline road allowance. If this is the case, you may have to purchase the shoreline road allowance before you add to your building.
All cottages, seasonal dwelling units and private cabins must be 4.5 metres (15 feet) from the side lot line.
All cottages or seasonal dwelling units must be a minimum of 55 sq. metres (600 sq. ft).
You can add to a dwelling that does not comply to the setbacks required by the Zoning By-law if the project meets certain criteria. Please contact the office for more information.
If the project does not meet these criteria you must apply for a minor variance from the by-law provisions.
The majority of lakefront lots in Dysart et al are zoned Waterfront Residential (WR). In this zone, each lot is permitted one seasonal dwelling and a maximum of two accessory buildings. One of these accessory buildings may be a “private cabin”. A “private cabin” is a building which is a maximum of 45 sq. metres (480 sq. feet) in which sanitary conveniences may be provided, but which contains NO KITCHEN facilities (including cupboards, sink, stove) and is accessory to a permitted dwelling house.
No accessory building may be constructed prior to the erection of a seasonal dwelling unit on the same lot.
Accessory buildings may be built up to 1 metre (39 inches) from the side lot line as long as there are no living accommodations. (If living accommodations are included - then a setback of 4.5 metres or 15 feet is required).
Buildings designed to house people or additions which will increase the occupancy of the building require Health Unit approval prior to the issuance of a building permit. Section 76 of the Building Code Act states:
"no person shall construct, install, establish, enlarge, extend or alter, (a) any building or structure in connection with which a sewer system will be used if the use of a building ... will or is likely to affect the operation or effectiveness of the sewer system; or (b) any sewage system, unless a certificate of approval...has first been issued by the Director." R.S.O. 1990,C.E.19,s.76
Trailers are not permitted anywhere other than in licensed trailer parks. A trailer may be placed on a lot for use while a cottage is being actively constructed. The trailer may not be used once the cottage is occupied.
Cottages requesting documentation related to their sewage disposal system must contact the Haliburton, Kawartha, Pine Ridge District Health Unit for a copy of Certificates of Approval and/or Use Permits. Please enquire with the Health Unit regarding the charge for such requests.
